You should read the guide...
https://www.dodbits.com/dods/index.php/source-graphics/game-server-set-up/block-bad-servers-in-the-css-find-servers-and-blacklisted-servers-tab#advancedfirewall

For now place this file in YOUR documents folder and name that folder "1_bad_ip_lists"

Mine was in C:\Users\dodbits\Documents\1_bad_ip_lists\

So lets say you have a windows user name of "dave" make a folder in your documents called "1_bad_ip_lists"

Then in the guide just replace your name when "dodbits" is mentioned in a Windows powershell command.

********* ABOUT THE MANY IP'S BLOCKED and should you edit it be carful ***********

1. Regard this as a test list, it WILL eventually go out of date.... it is a example for the guide ONLY

2. This is very heavy on some IP's from Russia and China, in those countries I used IP Ranges a lot as way too many Fake servers came from there. Sorry but Russian ands Chinese speaking players may see some good IP's gone, sorry but...you can always make your own list. In every IP that had a fake server I tried to use a single IP... however a IP range was used for the IP's that used the old trick of just changing the 4th number in the IP.

3. If you add more or edit the file.
The IP's in the list have two formats that must have a valid IP or IP range format...

A correct single IP... 1.14.102.179
The same IP but a IP Range format .... 1.14.102.0/24

DO NOT add any game ports e.g.: 1.14.102.179:27015
DO NOT add any spaces before in between numbers
DO NOT add a extra line on the end of the file.

In other words... be neat and the file will work fine.
